- On 4 May, the European Commission published a package of simplification documents for the EU Deforestation Free Products Regulation (EUDR) required under the December 2025 amendments.
Key updates
- New products in scope – soluble coffee, frozen cattle tongues, and a significant list of oil palm-derived products and chemical derivatives.
- Products removed from scope – certain cattle leather and hide products; buffalo, bison and other bovine animals outside the specified Bos cattle categories; several used and second-hand rubber products; bamboo, rattan and similar non-wood materials; product samples and products imported solely for testing/analysis; certain waste and recovered products; and certain single-use and reusable packaging materials accompanying other products.
- New definitions – the documents also introduce new definitions for key actor categories. These include “micro or small primary operator” (MSPO), “downstream operator” and “trader”.
- Updated FAQs – the updated FAQ adds new guidance on e-commerce and distance sales. It also provides further clarification on geolocation requirements.
- Technical guidance – aligned with the December amendments, including the one-year postponement of the EUDR’s application, simplified reporting obligations for MSPOs and downstream operators, and the removal of books, newspapers and printed materials from the regulation’s scope.
