- On 31 July 2026, the US Department of Homeland Security (DHS) announced the addition of 43 China-based companies to the Uyghur Forced Labor Prevention Act (UFLPA) Entity List. The expansion brings the total number of entities on the list to 187, representing an increase of approximately 30%. It is the largest single expansion of the Entity List since the UFLPA entered into force, as well as the first set of additions since January 2025 and the first under the second Trump administration.
- The new listings took effect on 3 August 2026. From that date, US Customs and Border Protection (CBP) applies the UFLPA’s rebuttable presumption to goods produced wholly or in part by the 43 newly listed entities. This means that such goods are presumed to have been produced using forced labour and are therefore prohibited from entering the United States unless the importer can successfully rebut that presumption. Importers seeking to do so must provide evidence demonstrating that the goods were not produced using forced labour, together with documentation tracing the relevant upstream supply chain.
Sectors and entities
- The new additions are concentrated primarily in the metals, aluminium and pharmaceutical sectors. The expansion also includes seven companies operating in food and agriculture and four companies in textiles and apparel.
Listing criteria
- Four of the newly listed entities were designated on the basis of their participation in labour transfer programmes operated by the government of the Xinjiang Uyghur Autonomous Region (XUAR).
- A further 41 entities were listed on the basis that they source material from the XUAR, or because of their involvement with the XUAR government or the Xinjiang Production and Construction Corps (XPCC) in so-called “poverty alleviation” or “pairing assistance” labour programmes.
- Two entities were listed under both of these criteria.
